The answer is George Bush.
Andrea, have you ever read any American history? I understand your partisanship but to try and claim Bush as the worst offender against the Constitution makes me doubt you have studied much on the subject. There have been many far worse offenders and they did far more damage to both our nation and the Constitution than Bush has. I will not defend him but I will say he is at best in the middle ground on such violations.
