Just read the article.

Now lets do some math here for a moment.
Wasilla had a little over 5,000 residents when Palin was mayor.
According to then police chief, the tests would have cost the police department $14,000 a year.
Rape kits cost between $500-$1200 each.
HOW MANY RAPES WERE GOING ON IN THIS TOWN ON PALIN'S WATCH?
In 2000, there were 497 rapes reported in Alaska, FBI statistics show. That's a rate of 79.3 per 100,000 residents, the highest in the nation.
No damn wonder women need guns up in Alaska.

"According to available FBI statistics, there were five rapes in Wasilla during the three years that they have online records for."

You must keep up with the times...this is old and we've moved on to other rumors and inuendo. BTW, Carla was the first I believe to rush out and spread this bunch of misleading mindless crap without bothering to get the whole story. Just as you did I'm sure but hey if the press can't even present a worthy article with all the facts why should anyone else. Check out Lera M comment to find the facts

Actually, the data for the years Palin was mayor is missing from the report you cited. Palin was mayor from 1996-2002. The report you cite does not show ANY data from the Wadilla police department for 1996-1999.
Also, the numbers do not compute.
As per Fannon, the department spend $14,000 a year on rape kits.
Rape kits cost $500-$1200 each.
If there were only 5 rapes in that time period...how did they spend $14,000 a year?
This is a simple math question.
A few years ago, there was a major blow up in Philly when it was discovered that the police department was deliberately reclassifying rapes as "domestic disputes" in order to hide the number of sexual assaults in the city. I'm wondering now if Wasilla was reporting those rapes to the government as aggravated assaults instead, or not reporting them at all.
Palin probably wanted to use the money to put a private moose hunting preserve in after she got her bridge to nowhere.
1. I've seen nothing to indicate this in any link. But I would be interested to see a link reporting such (from a news article, not a blog)
2. As McCain supports so do love to point out, Obama didn't run anything in Illinois. He only passed laws. He didn't have anything to do with enforcing them. Ergo, if it was brought to his attention, his roll would be to legislate about it. It would fall on the mayor to make sure it wasn't happening in the first place.
