My son, thank you for your illuminating and exhaustive research on this most controversial issue. Your single and biased source should be more than enough to satisfy any indescerning and uninquisitive mind. However, I will encourage you to continue your search for even more proof to bolster your claim as there are many who would not beleive.
For the sake of those non believers, I charge you, take up this cross and carry it. Find the FBI file and more and post it here lest they might not believe.

Hilarious. McCain certainly needs to work on controling his body language.
As for the roll of Veep, well, at the time, Sam Rayburn was right. It has, historically, been the office of political oblivion. Dick Cheney has been the most powerful and influential VP of all time but, as you put it, the roll depends on the President. I think Palin's roll would be something like "administrative mouthpiece." There is no way I could see McCain/Rove giving her more power than that. Certainly not the roll of "grand puppet master" that Cheney has been. And, honestly, how often is there a tie to be broken in the Senate?
No, Sarah Palin is nothing more than a conservative's conservative to rally the Republican party base in ways that McCain couldn't. But she also rallies the liberal base of the Democratic party.
But, of course, at this point, the idea of her even being VP is simply wild (and terrifying) speculation.
