Inner-Live.com is a free site that allows you to watch streaming TV from around the world. There are several popular channels like Sci-Fi, CNN, and ESPN. With each channel they have a chatroom so that you can connect with other people watching. If you know of a channel that is not listed, you can suggest it and they might add it.
There aren't too many ads but the width of the streaming video is a bit small. I haven't tried all the channels but NRJ Hits and France 24 seem to work well.
