This is one of the fun activitys we did as a birthday party a few years ago with the little kids.We bought two bales of straw not hay layed down a tarp and hid candy in it... we left the bales of straw whole threw out the party and had the activity just before it was time to send the kids home.

Tips :
Always have a extra bowl of candy for the ones who didn't get as much,
Make sure the candy is very well wrapped..

I came I looked I rated it a ten.
At parties I attended as a kid, the straw containing the 'treasure' was in a large box on a platform. Probably, that was to make the cleanup easier. It appears that your mat didn't contain the straw very well. Incidentally, it was never candy, but small toys (like, but a little better than the type typically found in cereal boxes).
we used the straw to plant some grass most of that area was shabby looking so it came in handy right where it was lifted the tarp, and sprinked the seed down.. we have really nice grass because of it :))
