Cash is always appreciated and then she can figure out what she wants.
Money and gift cards.
If you want to go all out, this is what I did for a few of my friends:
Basket(Dollar Stores have nice ones)
Magazines(Like People, Comso, etc)-These are actually kind of expensive for just one issue, so just get like 2 or 3 max)
Body Lotion and Shower Gel from Bath & Body Works(They're on sale now)
Hair ties or scrunchies
Packs of candy and gum
Popcorn
Anything else you can think of that's like a care package. I've done this for everyone I've known that's graduated recently, and now it's become kind of a tradition. I also add jewelry or something specific to them.
Just pack all the stuff with the magazines in the back to hold everything in, then "decoratively" stuff everything else in the basket. Add a card(which you can pick up at the dollar store too).

Another idea - if she is going to college - a gc or certifictae to the college bookstore.
When I graduated from high school, my grandparents threw the party and everyone gave cash. I did the same with all the parties that I went to. Basically, everyone's parents ended up giving away a few thousand dollars to their child's classmates, and that child go about a few thousand dollars from all their classmates. It would be so much easier if the parent would just give the few thousand to their child directly but that's not how things work out, is it?
Plus, she'll be the envy of her friends, who'll drop into her room for food and drinks. :)
one of my favourist gifts is the frame for my degree .... my mom buys them for me whenever I graduate :)
