I know that we get points for clicking on photos, images and videos, and maybe for rating them. After you have viewed and rated something, if you come back to that same item in the future and view it again, does it help you or the person who posted it earn any additional points or does it only count the first time you view it?

In most cases the answer will be 'no'...especially if you only return to view the content and do not leave a comment.
You do not get points for posting any comments (at least directly), but they still can play an important role in your earning strategy in the community.
If you would like more information, please let me know.
And I really don't know. It seems like the views probably only count the first time, but I don't think anyone around here has a for-sure answer to pass out.
Due to recent events, I am uncertain as to whether my original answer to your question is completely accurate. Originally it was stated by Gather that page views would 'reset' after about 24 hours (as Austin mentioned above). Then, Gather later recanted that statement and denied that this is the case.
However, odd page view counts (higher than expected) on some content would appear to indicate that page views are indeed 'reset' after about 24 hours. This explains some of the abnormalities in page view counts I have identified, but not all. Hence, I have asked Gather for some clarification and hopefully an answer will be forthcoming soon. :-)
