The International Law of the Sea Protection covers every aspect of ocean and marine life protection. The United States won't be able to participate in discussions and decisions internationally until the senate votes to sign the Treaty, and the vote is approaching. Every other industrialized nation has signed. We are not only not leading, we are not currently minimally participating in this important arena.
