Did everyone enjoy my pig? I have many more as I placed one in front of each chapter of my book "Soldier Pigs". I am using them now and then because they are my own copyright and should cause me no problems. By the way, if you enjoy this work, I may let the pigs tell you about their book.
I would like to discuss Katrina as the first use of my plan. Being the author of this method I may be a little basis on what I may have accomplished. Therefore, let's look at the plan as if it happened right after Katrina. The homes would have been destroyed and everything flooded, but the people would have been cared for near the disaster area in the Peoples' Villages. All the cars would be placed in a fenced in and locked area as the people will walk everywhere they go now unless transported by bus or truck. This will not involve any long walks as everything they need is in their one block area.
Let's assume the first village uses tents. The tents will be common camping tents that will hold 4 people or a small family unit. Remember, that they are only used for sleeping because everything is contained inside the care area of the block. As soon as the people have received care and rested for a day, they will start attending training secessions. Everything at this time is on a rush basis because they must be working on the recovery as fast as possible before mold, mildew and water damage will destroy most things.
Work Schedule
Inspectors and engineering people will develop the first block for recovery. Each home will be checked for damage and listed according to the amount of work required to remodel, rebuild, or remove.
People will be bused from the village to the block and start outside clean up under supervision such that no one will do something to hurt themselves or others. It is assumed that each property will required 25 or more clean up workers, with equipment operated by trained personnel.
More people will be assigned to clean out each damaged home and clean up and dry all the furniture and things before water damage can begin. This will be accomplished by groups of people under supervision to make the task fast and easy, working one house at a time. Portable dryers, pressure washers and related cleaning equipment will be use to make sure things will be clean and dry. Another group will start assembling a storage shed on the property which will hold all the house hold items during the recovery cycle. When full these storage garages will be locked and the key given to the owner, and another to the engineer in charge.
Local small construction contractors will be employed to supervise most of the work with the people providing all the non-technical help. Work will start on rebuilding the house by another crew of people working under supervision. By this time it is assumed that the yard crew will be working on the next property and so on until the entire block is ready for use.
Fenced in vehicles will be given the same treatment as the houses. They will be inspected, and cleaned to eliminate water damage as fast as possible and when done will be placed in a clean vehicle storage area and guarded 24 hours/day by armed guards.
We are just getting started, but soon most of the people in the villages will be trained to complete their small task under supervision. At this same time, the people will start to take over operation of the village so the volunteers can move on the other work.
Is this just an old man's dream? I don't think so, as I have seen this type of thing in action in different ways, by other people, in other lands. If they can do it we can too.
This is just a quick brief, and details will be included as they are asked for. By the way, People are men, women, and children that are able to do some light work. This is not a place to loaf as everyone is expected to do their assigned work. Non workers will be removed from the villages and placed elsewhere.

The village concept is quick errection, use, and storage for the next need. Everything is moble and all utilities are within the corner care area. As soon as the camp gets operational, it will be run by the people under supervision. The people able to work will be taken to the damaged site by bus and will work in large numbers so no one has to exert themselves. The money the plan saves in labor will be used to pay the workers so they will be making money during the recovery.
