Actually, I think it was a no-win situation for Congress. Not enough votes to override a veto, which absolutely would have been forthcoming. That means the only option would be to not provide funds at all - something that would not bring our troops back any sooner, but could short-change them the equipment they need.
It seems to me that Congress needs to focus on doing a better job of oversight. Much of the $500+ billion has been absolutely wasted on corrupt politicians, corrupt contractors, or simple ineptitude. No one seems to be watching the candy store. Since the Administration appears incapable of properly managing funds, Congress needs to do its job and make sure there is accountability.
