Make it a game. Get a basket for her to use, like a laundry basket, that she can push around the room, and make a game of putting the toys in it. Maybe get some upbeat music to play when it's "clean train" game time? Do it 2-3 times a day to keep the toys picked up through out the day. Have her push the basket around the room first, to get the feel of it, and make it fun.
I like the game idea. I guess I'd start telling her if she took something out to put it back... lead her over to the area. Then she'll get in good habits early, unlike my son ;) Good luck, way to be proactive.
Definitely make a game of it. When it comes to my granddaughter, I tell her I bet I can pick up more toys and put them in the toy box than you, and before you know it, she has beat me!
