There are many sites which allow you to design items for sale and to get part of the sales price when they do sell. Some of the sites I have used are Zazzle, CafePress, and 99dogs.
For each of these sites, the items you list must be content you created... a photo you took, a phrase you came up with, an image you drew. The image must be a computer file in .jpeg format for these publisher to be able to print it.
Once you have an item, you go to one of these sites and create an account. Find the link that allows you to create a product. Upload your image and select what kind of product (shirt, mug, card, etc.) you want it to appear on. Now look for the link that allows you to publish it.
On Zazzle, your products publish to a gallery that is associated with your name. You can have many different products in one gallery. Zazzle also allows you to make an affiliate percentage when someone starts at your page and buys from anywhere in the site, including authorized Disney and Marvel products.
CafePress has the best choice of garments, including American Apparel (union-made in the USA), and organic cotton. At CafePress, the free basic shop allows you start one shop for every image you put on a shirt, and the shop consists of all the items that are available with that print. A premier shop allows you to sell multiple items and to design your own store presentation.
All the sites allow you to sell shirts without having to keep a variety of sizes and styles on hand. The shirts are more expensive than your average printed shirt, so they are best for images and phrases that people are willing to pay more for because they are timely, seasonal, or unique.
After you get your shirt up, be sure to promote it. The more people who see it, the more you sell. And the more people care about what's on the shirt, the more you sell.
Of all the shirts I have listed, the one that sold the most was the shirt with our church logo on it. The next was a shirt I promoted to friends. And the least was a shirt I just left sitting in a gallery without any promotion on my part.
