In any organization proper attire is important. You don't, for example, see your congressmen on CSPAN in jeans and a T-shirt. This is also true for the Knights of Columbus. At the local level of the K of C, the council, officers are encouraged to wear suits and ties to show a certain level of dignity to the office they hold.
The patriotic arm of the Knights of Columbus, also know as the "Fourth Degree" is likewise expected to hold to a higher standard. The local level of the Fourth Degree is the assembly and its officers are expected to wear tuxedos to the meetings. The Fourth Degree is also where the "Honor Guard" and the "Color Corps" of the Knights come from; those men in the colorful capes and chapeaus with the swords.

Here we see examples of the officers in proper attire and the Color Corps ready to escort the flags before and after the meeting. Now if we can only get the other members to dress up for the occasion.
