Situation: A friend has three kids, single mom, lives in an apartment. I am helping her host a Halloween party because she really doesn't have anyplace to take her kids Trick or Treating and she doesn't know a lot of her neighbors, only a few. THe apartment complex isn't really in a residential area, at least not the type where you'd find a lot of individual homes, mostly businesses, a school, etc.
Now here is the issue: She knows plenty of her children's friends and will invite them BEFORE Halloween, so they can still go out and trick or treat in their neighborhoods on Halloween. How does she manage to have a party and not upset the other tenants or her landlord? Would it be best to have it elsewhere? She is on a tight budget so she prefers to have it at home and she is very creative about being able to decorate for parties in ways that won't hurt the walls or leave anything permanent. Those cottony spider webs can be hung without hurting anything, as can many other things and she has a way of displaying ghostly images on the walls, etc. Darkening rooms is simply a matter of turning down the lights, etc.
Bobbing for apples will be done in the kitchen, which has a nice solid floor and she plans to put the container for the water and apples on a mat for easy clean-up and to avoid messiness or the possibility of kids slipping. It will be a short party but a treat for her kids.
Advice? Suggestions?

I only live in a two-family house, but whenever I am going to have more activity than usual up here, I always let the people downstairs know, and apologize in advance for any extra noise, inconvenience, etc. Seems to work just fine.
I am no longer getting automatic notices in my email when people respond to me so I'll try to keep up with comments. Anyone else having this issue?
I like the ideas that some other posters have mentioned, with trying to get the other tenents involved. Unless everyone was going to be super duper loud and there were going to be a ton of people, I don't see why anyone would be upset. How many people are going to be there?
And if she wants to make a sweet treat.... you can always check out some of my 31 days of Halloween. There is a neat eyeball cupcake and graveyard pudding treats that would be fun for any party.
