You make a huge mistake in assuming that this nation was founded on illegal immigration or that people for the most part oppose legal immigration. Both are wrong. What part of "illegal" are you having such a struggle with?
We were founded on Immigration. That would be legal Immigration. We let people come here everyday you just cant run across the border anytime you wish. I guess national security means nothing to you.
I don't have a problem with the term "illegal", it's the hidden racism that seems to be the elephant in the room when talking about such issues. Don't hide behind what you REALLY feel. Illegals have been a part of our society. economy and culture for years, as it has for other countries as well. What is it about the situation that makes it such an issue now? They are filling a gap that we refused to fill.
The system, in its current configuration, has sufficient ID requirements and requirements, but are not being enforced effectively. It's the employer's who continue to violate these laws which are already in place. If you make it non-profitable for the employers to use such workers, then they wouldn't take such risks to work here, right? Sending them back may be a temporary measure, but rest assured, there's 3,000 more illegal workers ready and willing to take their places.
Modern Day, as the wife of a retired servicemember and mother of a Navy sailor, I can understand the importance of national security and do feel that it is important that America does due dillegence in ensuring that no threats enter our country. That's why we have the Dept. of Homeland Security, right? They certainly have the tools and the technology for apprehending such persons, what with their broad powers of surveillance and all. However, let's be perfectly honest here and admit that we're not taking about potential terrorists here, we're talking about Mexicans and this whole debate about immigration sometimes provided a cloak to those who have no objection other than the nationality of the illegal aliens. Besides, you've got some pissed-off, home-grown terrorists right here in the good ole' U.S. of A. Remember the Murrah bombing?

It's pretty much an open invitation, however, listening to some of the comments it should have a disclaimer attached,*Subject to administrative review and approval.
Yes, we should require people wishing to come to this country to utilize the measures that we have to gain citzenship, but the system itself is flawed. Sending them back is not going to fix the problem. Fixing the immigration laws and actually enforcing them, just might.
If by "turned in," they simply mean 1600 names were given to ICE as being "illegals," then I'm not sure the words "turned in" actually mean much of anything.
If however, what they mean is, they physically transferred custody of 1600 people, directly to ICE, and they are now in federal custody, then you might have something.
In either event, I wonder what ICE actually DOES with these 1600 names, or bodies??
If they only received names, did ICE apply all due dilligence to track down these "illegals," and then deport them?
If physically handed over to ICE, where did ICE house them? Where did they find 1600 beds?? Or were these 1600 people actually repatriated to their own countries? (We all know it's Mexico, but let's pretend the "immigration problem" isn't all about Mexicans.)

Irving police have used the program for more than a year, but opponents and supporters have grown more vocal in reaction to recent publicity about the growing number of people Irving police hand over to federal officials for deportation each month.
It certainly SOUNDS like they PHYSICALLY "hand over" these "illegals." So the question becomes, what happens to them once they are under the authority of ICE ??

Wrong--- it's always been a CIVIL offense, not criminal, to cross the border illegally. However, the federal government recently made it a CRIMINAL offense to cross the border illegally.
However, it is STILL a CIVIL offense to live in the USA illegally. The ONLY way to be charged with a CRIMINAL offense is to actually get caught in the process of illegally crossing the border.

For the first 100 years of this country's existence, there were no freakin' "immigration laws" other than the usual "no criminals, no cripples, no diseases" and other sensible, rational reasons to restrict entry. Of course, there was that racist, against the mud people legislation known as the Naturalization Act of 1790 - stipulated that "any alien, being a free white person, may be admitted to become a citizen of the United States."
After the first 100 years of "open borders," for the next 40-50 years things like this were passed--
The first statutes excluding prostitutes and convicts were made. They were followed by general federal immigration laws that included head taxes, exclusion of the handicapped and ill, and the first exclusion act due to race or ethnicity.
1885 & 1887 - Alien Contract Labor laws which prohibited certain laborers from immigrating to the United States
1891 - The Federal Government assumed the task of inspecting, admitting, rejecting and processing all immigrants seeking admission to the U.S.
1892 - On Jan 2nd, a new federal US immigration station opened on Ellis Island in New York Harbor
1903 - This Act restated the 1891 provisions concerning land borders and called for rules covering entry as well as inspection of aliens crossing the Mexican border
1907 - The US immigration Act of 1907 reorganized the states bordering Mexico (Arizona, New Mexico, and a large part of Texas) into Mexican Border District to stem the flow of immigrants into the U.S.
Then for the next 40-50 years or so, the QUOTA SYSTEMS were put in place, and as so called "conservatives" you should be AGAINST quotas, shouldn't you ???
Asian exclusion acts were still upheld and further enforced. Along with the previously mentioned exclusion acts, the first quota act - in response to a fear of European inundation - was enforced. The National Origin Quota System established a permanent national origin quota system, restricting permissible immigration, and establishing the system of issuing visas abroad.
1917 - 1924 - A series of laws were enacted to further limit the number of new immigrants. These laws established the quota system and imposed passport requirements. They expanded the categories of excludable aliens and banned all Asians except the Japanese.
1924 Act - Reduced the number of US immigration visas and allocated them on the basis of national origin.
1940 - The Alien Registration Act required all aliens (non-U.S. citizens) within the United States to register with the Government and receive an Alien Registration Receipt Card (the predecessor of the "green card".
1950 - Passage of the Internal Security Act which rendered the Alien Registration Receipt Card even more valuable. Immigrants with legal status had their cards replaced with what generally became known as the "green card" (Form I-151).
Oh, then the glorious 50s, and the liberal movement of the 60s, eh ??
The McCarran-Walter Act was established in 1952 and enforced special racial quotes for Asians, established preferences within quotas for aliens with special skills (today's first, second, and third employment-based preference), established the first procedures for denaturalization and deportation. Established the modern day US immigration system. It created a quota system which imposes limits on a per-country basis. It also established the preference system that gave priority to family members and people with special skills.
Amendments to the McCarran-Walter Act were made: the elimination of racial and national origin quotas - in response to the Civil Rights Movement that had begun to take place in the '50's and '60's - established hemispheric quotas, established labor certifications and conditional refugee status, and changed in priority status for skilled workers/families.
1968 Act - Eliminated US immigration discrimination based on race, place of birth, sex and residence. It also officially abolished restrictions on Oriental US immigration.
Then the 80s and 90s carried on the grand tradition of RACIAL QUOTAS---
During this time period 13 different acts were established to control and adjust issues surrounding immigration, their habits, and the outcome of their interaction with society. Issues addressed ranged from sanctions against employers for hiring aliens not authorized to work in the U.S, marriage amendments, drug abuse, nursing relief, armed forces exceptions, technological and scientists exemptions, and crime control.
1986 Act - Focused on curtailing illegal US immigration. It legalized hundreds of thousands of illegal immigrants. It also introduced the employer sanctions program which fines employers for hiring illegal workers. It also passed tough laws to prevent bogus marriage fraud.
1990 Act - Established an annual limit for certain categories of immigrants. It was aimed at helping U.S. businesses attract skilled foreign workers; thus, it expanded the business class categories to favor persons who can make educational, professional or financial contributions. It created the Immigrant Investor Program.
And up to the present-- over A MERE FOUR YEARS from 1996 to 2000 ! ! ! !
....20 acts, statutes, and amendments were passed to address, limit, extend, and protect the rights of immigrants. Among many other articles established, the first special deportation provision for persons deemed terrorists was completed. Other subjects addressed covered effective death penalty, illegal immigration, immigrant responsibility, relief from deportation, detention, judicial review, conviction/sentencing, aggravated felonies, judicial deportation, employer sanctions, further employment sanctions, extension of stay for some nurses, elimination of visas for certain crime-related groups, international religious freedom, definition of adopted child, victims of trafficking, violence protection, children citizenship, disability waivers for persons seeking naturalization, and legal immigration family equity.
All of this, and people still believe we can "do something" about "illegal immigration."

I saw something very disturbing today on YOUTUBE. It was a School Teacher talking about Latin and South America goining forces to conquer the United States. This Happened on the Campus at UCLA. I wonder if this person understands the word Sedition? He could be arrested just for speaking the words he used. If your interested go to YouTube and put in search parameters UCLA and La Raza, you will find it. Make sure your closed to a garbage can because you will probably get sick to your stomach.
So far Latinos comprise 15% of the population, 9% of the vote and is the fastest growing minority. They own the low wage market coast to coast and many are rapidly moving into middle-upper middle class. The largest income source for Mexico swings between oil and wages sent home from the US, depending current price per barrel. Like it or not any real immigration reform would hit many deep pockets nationwide and is a political no-no. It's a lot more profitable to stall off reform and support political procrastination and lip service. If we REALLY want the Mexicans gone, let them unionize and drive up wages. Bingo, they're out of here.

My solution is THIS-- surgically insert a GPS tag in EVERY non citizen entering our country, and if they refuse, NO ENTRY. As we FIND the existing so called illegals, we TAG THEM TOO. This solves your "we need to know who's here," silliness, and it DOESN'T disrupt our economy, or cause the dislocation of MILLIONS of people.

I am also trying to track down a report that purportedly says that between murders and drunk drivers, 25 Americans die at the hands of illegals daily.
Here is the line of the report I think you are hinging your 27% number upon----
At the federal level, the number of criminal aliens incarcerated increased from about 42,000 at the end of calendar year 2001 to about 49,000 at the end of calendar year 2004--a 15 percent increase. The percentage of all federal prisoners who are criminal aliens has remained the same over the last 3 years--about 27 percent.
In addition, at the bottom of the report there were definitions---

Term: Criminal aliens;
Definition: Noncitizens who are residing in the United States legally
or illegally and convicted of a crime.
So, you were incorrect on two very salient points:
1) You stated, "Illegals in Federal, State, and local prisons make up 27% of the prison population." However it is FEDERAL ONLY.
2) With the same statement you made your second error in stating "illegals" ALONE make up 27%, when it is actually illegals AND legal aliens.
Perhaps you now understand why I always consider your "facts" with a great deal of skepticism. *chuckle*

That clearly states that the total is inaccurate only in that it UNDERSTATES the numbers because of a lack of viable data to count some local and state prisoners.
If you go out to the various state and local websites, you will see that the illegal incarceration rate varies by state from about 10% to as much as 50% or more depending on the state and locality. So while I might have been "incorrect" my figures err on the side of being too low and too conservative.
It's not surprising that the crime rates are this high, btw. When you have a group who feel that they have nothing to lose, then engaging in criminal activity goes up.
One interesting statistic I ran across yesterday goes back to 1997 when they divided Hispanic from the all-encompassing white designation in which they were lumped at that time.

Hardly a reliable statistic to support the sweeping generalizations in Carolyn's Comment.
This is like taking income data from five zip code areas of New York City and concluding that the average resident of the Bronx makes $280,000.
I challenged this assertion because I had never heard of a systematic analysis of immigration and crime.
And, this skewed study confirms that.
No one knows the real relation of immigration to crime because the only data we have is selected from the five areas of highest reported criminal aliens.
Similar warnngs, with the same unproved assumptions, were made about the crime-ridden Irish, the crime-ridden Italians, the crime-ridden Russians, the crime-ridden whatevers.
There has never been any statistical support for these outlandish and unfair generalizations.
