Let's take a bunch of people that have lost their homes due to a hurricane or storm, and wrap our arms around them, and say we understand. Put all these people together in a portable village set up and take care of all their needs. Give them that chance to relax and for get a little about what has happened to them.
Put all their cars in an enclosed area that is well guarded and locked until needed in the future. The people walk everywhere they go which is never more then one city block, the size of their village.
Provide a short training secession to include all the people able to work and then place them in busses in the morning after they are well fed and drive them out to the damaged areas. Show them the condition of their homes and explain that regardless of the building's condition they can stay with the group and help everyone rebuild and get paid for their work.
Minor damaged houses will be entered by the owner and the people to remove all wet and damaged materials, clean and store them outside in a weather , entry proof shed that stays on site until building is complete. The house is gutted and appliances removed and cleaned , then stored in this shed so no mold and water damage will occur. This clean up and storage includes all the owner's valuables and treasures so nothing more is lost due to the weather after the people clean out the house.
Teams of people repair any part of the house that is damaged including the roof, sidding, heating and air conditioning, and basement if it has one. All items are restored to the home when repair is complete. Another home is already in progress. This is done one block at a time until the entire area is livable again. Mean while the people are together with their friends and families plus pets where they can live the good live when not working.
Does this sound like something worth doing? It also, just takes a little cup of sugar from everyones' hearts to make it work. The expense is very low, and the recovery time real fast because the main labor is the people working easy in large numbers with some supervision from local contractors and equipment furnished by the city, with city workers operating safely.
Let's give everyone a little cup of sugar by helping them set up this recovery plan and carry it out.
