They didn't have a nuclear program until Bush falsely accused them after his axis of evil speech. They were members of the nuclear non-proliferation treaty and had inspectors on the ground. After Bush broke the deal with them, they backed out of the treaty and started up their program. Now that they have proven that they can do it, they are going to go back to the original agreement. I don't see this a victory for us, but rather them proving that they can develop nukes anytime we want to accuse them of it. They were able to sucessfully test their nukes, so they have proven they can do it.

How does Bush's retreat from "regime change" of N Korea constitute a "victory" for his Admin? He's merely been forced to drop the threats and now we're back to square one. If you define victory as defeat for Bush's neo-con policy of world hegemony then you're right.

Actualy Clinton imposed the nuclear restrictions and they broke them under clinton. Clinton spent time talking about this in his auto-biography.

Thanks Modern for this article and you and Peter are right. It was under the Clinton administration, Madeline did in fact promise the Koreans all kinds of stuff from the USA to get them to stop(back in the day , before Bush) making nukes. The N. Koreans did indeed break the contract, this had nothing to do with Bush.
This is a major accomplishment , so was Libya to come on board with us. BUsh dont get credit for anything that goes right for him.
