Apparently, these two have been seen on many Washington state ferries recently. They've aroused the suspicions of workers who then contact local law enforcement officials and the FBI.
They've been asking many questions about the ferries - technical specifications, load capacity, schedules, etc. and the FBI wants to know why.
Also, in a perhaps(?) unrelated story, ferry service was recently suspended (in Seattle) for about an hour due to a suspicious looking package being found onboard. Subsequent investigation revealed the package to be harmless.
I wonder if someone was watching the response to this incident, and perhaps measuring security procedures for future reference?
Anyone knowing the whereabouts of these two is urged to contact their local police or the FBI.

In my county four guys were arrested yesterday for plotting to set off a pipe bomb at a local school, so they could rob a bank. That is so scary.
