As Cyberia was founded and controlled by Random Name, a radical agnostic, Cyberia is neither a theocracy nor an atheocracy. It's an agnosticracy.
As the fundamental tenet of radical agnosticism is "Make up your own mind," people in Cyberia are forced to make up their own minds.
Here is how it works. At 18, people reach their majority. As explained previously in the article about parenting, parents receive the amount of money remaining on the fines they paid in advance for the bad behavior of their children.
As a country of mad scientists, Cyberia has developed the technology of the lie detector to a high degree.
At the "coming of age" ceremony, the new Cyberian adult is asked,
"What are your religious beliefs?"
Any belief system is acceptable. However, the new citizen is monitored by lie detection equipment to ensure that he or she is stating an honest and sincere belief (no matter how crazed or fanatical) and not something said just to please someone else (such as parents).
If the new Cyberian citizen honestly says, "I don't know if there is a God," the audience breaks out in wild applause and the government grants the new citizen a scholarship of 1000 gimmees to help him or her start a search for meaning and purpose in life.
