We could take a lesson from Israel, I think. They are subjected to almost constant terrorist attacks, but life goes on. They refuse to be paralyzed by the terrorist threats. Not that they don't have a very effective security force. They just don't let the threats dominate their lives.
If we let it dominate our lives, then the terrorists have won without detonating a single bomb.

Fortunately we had the experience of living with the IRA for thirty years. So now the politicians try to generate fear and panic, the police set up road blocks and arrest dozens of people, holding them for the maximum fourteen days and then quietly release most without charge.
And we all just get on with our lives.
