On, October 17, 1986 the U.S. Senate approved an immigration bill prohibiting hiring of illegal aliens and offered amnesty to illegal immigrants who entered prior to 1982.
“In 1986 Senator Kennedy said, ‘This amnesty will give citizenship to only 1.1 to 1.3 million illegal aliens. We will secure the borders henceforth. We will never again bring forward another amnesty bill like this."

You have me thinking about Immigration. Here is the conclusion I have reached for what it is worth:
When an issue becomes an un-legislativable one -- such as Immigration -- you're beat. Immigration is euphemistic for freedom, and freedom is another of those intangibles that cannot be legislated; it is more a spiritual matter -- once it gets into the heart it is bigger than any government or army can every defeat because ideologies are like that.
It's why a rag-tag little group of 13 colonies beat the might British army -- they were fighting for SOMETHING -- their FREEDOM. Likewise, people who feel they have a stake in a greater good like immigrants are fighting for something, too.
Americans have become complacent, atrophied, lazy, even asleep. One group in ideology in shape (representing the 13 colonies, so to speak), and the other is big, powerful and out-of-shape (representing the once mighty British Empire) Might doesn't always prevail. Look at Israel in the 6 Day War, outnumbered 400 to 1, but again, THEY too had a mighty ideology -- Jerusalem.
