I love dogs. However, I have neighbors who have a LOT of little dogs. They don't run loose all the time, but are out several times a day. They come to my house and terrorize my cats, and one of them has made it very clear that she would very much like to bite me!!
I live in the country, so they can legally run free, though none of my dogs do. I've mentioned that their dog has attempted to bite me, but they always say something like, "we're going to have to put up a fence", or "I think we'll get rid of her." This morning I was awakened by my two furkids, who were barking like crazy. Two of the neighbor's dogs was trying to catch my two kittens who live in the cellar, just a few steps from my kitchen doorway. I ran them off with the horse whip that I now keep on the deck for this purpose.
A fight with the neighbors is not what I'm looking for. I should add that they are the ones who gave me my little furkid, Nicky, last summer. He's half Chihuahua, half Jack Russell. He is small, and stays indoors with me.
Any suggestions on how to deal with this that does NOT include killing the dogs??

A water hose turned on full blast doesn't phase them! They back up a little, and then come rushing forward again. When I yell at them to go home, usually one of the neighbors will come out and start calling for the dogs. They rarely listen.

Even if I don't hit one, maybe the noise would either scare them off, or maybe make the neighbors think more about that fence!
Your real beef is with the owner. I am a firm believer in the direct, friendly approach. Invite your neighbor over for lunch, or even a tall cool one. In the course of a friendly conversation you should be able to slip in the fact that her unrestrained pups are in danger of being hit by a car or injured by another animal.

Richard, thanks for the suggestion, but I've talked to the neighbors on several occassions. I, too, prefer the friendly approach. They just aren't taking the issue seriously. Just yesterday, I looked out my kitchen window, and there were seven ~ yes ~ seven of their dogs in my yard!!
Barb, I am really sorry about your cat. That's awful. I wouldn't have thought a BB could penetrate that deep! The horse whip DOES make a loud crack! But the one dog that I fear will one day bite me, has learned just how far that whip can reach and she loves to taunt me!! She's a crazy dog, I'm telling you! The others do go home when I yell, it's just that one that is a real problem.
