The Peoples' Village Plan says it all. The plan is for people and not the administrations that are more worried about the tax making areas than the people living in their city.
Village is an emergency, portable set up approximately 1 block square that you are going to ask the city goverment to provide for you people. In other words, all you people will firmly request they spent a small amount of their recovery money to help you, their people before they spend it all on the down town areas. You are their workers, and spenders, so they need to take care of you before a disaster strikes.
By spending money before the need arises, they can save more money than planned . It is also possible that they can get Insurance Companies to reconsider insurance for you people, because you will show them how to drastity reduce all costs, and suffering.
The Plan says the rest. This makes everything possible and makes it simple to accomplish.
As the People Helper for this group I will get us started on the plan and how it could work. I use could here because it will take a small effort on your part. This may sound better when I tell you the city may agree to pay you for recovery after a disaster while taking care of all your needs.
