[GLS1] This may sound like I am trying to get you to sign up for the military service, as that is one of the few places that give you room and board while paying you for your time. No long service time required here, as it is just until everyone that works with you has a place to call home. That is what this plan is designed to accomplish. A miracle, no! Just what can be done when you and your neighbors all join in and work as a group? Read, and study, this plan and talk to your neighbors who are out of their homes due to the disaster. Get together and petition your local governments to give you some of their recovery money before it is all spent, and provide you the help to make this plan work.
The plan details a new method of helping people recover from a disaster such as Katrina. It is based on maintaining all the survivors as close to the site as possible, by providing them a place to live during the recovery period. It also includes all the residents that were able to leave before the disaster happened, and now need to come home. With a little prior planning, everyone can be taken care of, and provided work at the same time.
Another part of this plan is to reduce the recovery cost for everyone. The extremely high costs caused by Katrina is an example of the type of costs that hurts the whole nation, as no one state can bear the burden to pay for the recovery. Using information obtained from travels around the world, and many years of engineering experience, this plan was developed to provide an insert to all localities, cities, states, and federal master plans for disaster recovery.
A name is necessary for this plan so people and planners can have something to refer to when discussing its faults or advantages. This plan therefore is named "The Peoples' Village Plan".
One homeowner is not able to repair the damage to his home in most cases. He has to suffer in some miserable manner waiting for money and a crew to rebuild his house at a heavy cost. People are still waiting from years ago for someone to help fix their homes. No waiting with this plan, as they will have more help than they can use, at low cost, to put things straight again.
Volunteers have been busy building one house at a time as fast as they can, and with many places pre building these houses, a lot of help can be accomplished. However; this plan provides them a break as hundreds; maybe thousands of people will build and repair their own homes. Volunteers may still be required, but mostly supervision. The plan assumes that there will be more then enough of all skills within the survivors to accomplish this task, so that the volunteer builders can again build for their own people.
The major concept of this plan is for each person to help repair the damage. The survivors and returnees would all be taken care of during the recovery time, and they would only have to lend a hand in rebuilding the damaged buildings and other areas. Read on, and see just how easy this can be done.
