The Cyberian government keeps moderate amounts of public information on you. This is known as the Name, Rank, And Serial Number (NRSN) database. If the government requests additional information beyond the NRSN level, this is known as a What's It to You? (WITU) request and the government is supposed to get a warrant explaining its need for the information and is required to post a bond known as the Hassle Bond. If the warrant proves unwarranted, the citizen gets to keep the bond as a fine against the government.
As a citizen, you are allowed complete access to government databases. As selections of public officials are held by public auction, known as the We Eliminate the Middleman (WETM) principle, and bribery is perfectly legal, as long as it's completely public (all described in previous articles), secrecy is not much of an issue in Cyberian government, but if you have an obsessive desire to ferret through government records, Cyberia operates on the Be My Guest (BMG) principle, available after you sign a waiver releasing them from liability if you die from boredom in the process. Overall, this first level of information is known as the Public Transparency Level.
