neighbors, dogs & irresponsibility

I am so aggrievated! My neighbors have a couple small dogs that they do not take care of (there are four dogs total not sure where they are all from). I mean they feed them and give them shelter, but they do not take responsibility and keep them in their yard.  They have dug in our yard several times already, and the neighbors don't do anything. We have tried to put up barricades, they dig under. I don't think they all belong to one person, but I have about had it! I am an avid, avid animal lover, but enough is enough. This time I squirted them with water, hoping this will keep them out. They are freaking my cats out and our lovely dog patrol will not do anything unless I hold them in my yard. Which would be okay if my cats were not old and well not cats. I personally not looking for anyone to answer as there is nothing anyone can do unless you own the dogs, which I know you don't.  All I am asking is if you own a dog, keep it in your own yard. I just put up a new fence and don't appreciate your dog pooping in my yard, let alone leaving it's dug up holes I have to fix.
