In the failing country of Ordinaria, government attempts to control corruption by banning bribes and licensing lobbyists.
In the more practical land of Cyberia, government raises additional revenue by licensing bribery. Just as auctions to choose government officials take place once a year, public auctions to bribe government officials take place every day. The basic rule of Cyberian government is that bribery must be open and fully disclosed. When detected, the amount of a secret bribe is quadrupled and placed in the general coffers to reduce taxes, with no legislative benefit to the briber.
