One morning at the end of September, my commuter rail train was over 30 minutes late. One of the other passengers had told me that I could go to the MBTA site, fill out a short form regarding the delay, and receive two free tickets in the mail.
Since then, some people have posted here that they haven't received tickets to reimburse them for late train arrivals. I'm happy to say that my two tickets arrived in the mail this week. The site said to expect 4-6 weeks for them to arrive. It may have taken 8 weeks at the most.
You do have to make your claim within 10 days of the delayed train. I wonder if that has anything to do with you not receiving your tickets.
