The Hugger Busker is a warm human being that has been giving FREE hugs for the last few years in Montreal, Canada and other places in the world. The video is a television interview the Hugger Busker gave last year.

yeah I went to old montreal to see him, it is really cool, I love his concept, and perfect stangers go up for a hug, men, women and children alike.
