At Helium Knowledge you share information and seek knowledge on a number of topics. Information is ranked with topics including health care, insurance, computer hardware, electronis, education, hobbies and games, internet services, pets, automotive, food and drink, parenting and law - to name a few.
All you need to do is register by creating a user name and password. I did not see a referral program, but they do ask how you found out about the site.
This site is in beta and pays via paypal every month. You need to make $25 before you can get paid. It looks like you start by publishing and then you can rate other articles.
