For eight years now I have lived in a two bedroom house/duplex in Los Angeles with two kids. The miniblinds have falled down and torn apart over the years. Most windows do not even have hooks for curtains so I have hammered sheets and other things over the windows.
I am tired of this and want miniblinds up and curtains. I am not a fix-it person, not handy with tools and although I recently bought from HSN a purple mini power screwdriver - the directions were overwhelming and it is still in the box.
I want to post on craigslist looking for a handyman to do this and would like guidance on how long it would take to hang up miniblinds and anchor some hooks for curtains. The maximum is 7 windows.
Should I pay someone a set price for the job or hire by the hour? Any ideas on the cost of this, minus the miniblinds. I have priced miniblinds at Target and online and recently viewed a commercial for 3-day miniblinds where they would do all this but I am sure the cost would be in the hundreds.
Advice - and please do not tell me how simple or easy it is to hang up the miniblinds. I am not going to do it with eczema cracked fingers, two autistic kids screaming in the background, etc. I want this done when kids are in school and I will be on computer while person comes and gets this done.

Seriously, ask around. I bet one of your friends' husbands or boyfriends are handy and willing to help. My hubby is always willing to help...sometimes to the point that I get irritated.
If that is not an option and you must pay a handy man, I would pay a set price for the complete project. If you pay by the hour they will work slow on purpose. Besure to get the amount you agree to pay in writing before any work starts. Do not pay until you are happy with the work completed.
I have no clue what a handy man cost in California, but here in Texas you could get a decent one for about $40.00 an hour (the area I live in anyways). Hanging a mini blind and anchoring hooks for curtain should take no more than 20 minutes per window. The more he does the faster it will go.

We dumped all our mini-blinds for verticals, and wooden indoor shutters depending on location. The shutters are expensive though.
You can order the verticals at Lowe's or Home Depot, and put them up yourself.
Just a thought.
