Photobucket has a program called Meez. You get to make an avatar - sort of like Build A Bear - facial features, makeup, clothes, jewelry, hair, the works. I tried to get as close to me as possible. . . .

Maybe you don't have Photoshop or don't want to spend a lot of time altering photos of yourself or others just for fun. At Be Funky, you can cartoonize yourself or create a Uvatar of yourself. . . .
